Standing Orders of the Finnish Board of Film Classification

On the basis of section 2 of the Act on the Amendment of the Finnish Board of Film Classification (1013/2004) and section 7 of the Decree of the Government issued on 9 December 2004, the Director of the Finnish Board of Film Classification has confirmed the following standing orders for the Finnish Board of Film Classification.

MANAGEMENT
1 §

The Finnish Board of Film Classification shall have an Advisory Board to support its operations. The Advisory Board shall be appointed by the Ministry of Education on a proposal of the Finnish Board of Film Classification.

2 §

The Director shall manage the Finnish Board of Film Classification and be responsible for its operations in accordance with the performance targets set by the Finnish Board of Film Classification and the Ministry of Education. The tasks of the Director are laid down in the Government Decree on the Finnish Board of Film Classification (sections 2, 3 and 7).

3 §

The Senior Inspector shall assist the Director in the management of the Finnish Board of Film Classification and in implementing the performance targets. The Director shall be the employer official of the Finnish Board of Film Classification.

ORGANISATION AND TASKS
4 §

The Finnish Board of Film Classification shall operate as one result unit. The operations of the Board shall be divided into four result areas: advance classification of audio-visual programmes, issuing statements to the authorities, handling and registration of notices of audio-visual programmes as well as customer service.

5 § The advance classification of audio-visual programmes

The advance classification of audio-visual programmes shall be the responsibility of the Director, the Senior Inspector and the inspectors as laid down in the Act on the Classification of Audio-Visual Programmes (775/2000) and the Government Decree on the Finnish Board of Film Classification (9.12.2004).

The grounds for the age categories are laid down in the Act. The Finnish Board of Film Classification shall adopt a renewed account on the application of the grounds at regular intervals. The account shall be public.

6 § Issuing statements to the authorities

The Finnish Board of Film Classification shall, upon request, issue statements relating to audio-visual programmes to the authorities. Statements shall be prepared and signed by the Director or the Senior Inspector and countersigned by the Department Secretary or Office Secretary.

7 § Handling and registration of audio-visual programmes

According to section 15 of the Act on the Classification of Audio-Visual Programmes, the Finnish Board of Film Classification shall maintain a register of audio-visual programmes notified to it and inspected by it. The register shall be public.

8 § Customer service

The Finnish Board of Film Classification shall serve the customers, the authorities, researchers and the public during opening hours laid down in the Decree on the Opening Hours of State Offices (1994/332). Depending on the matter, all the personnel shall attend to customer service.

THE TASKS AND COMPETENCY OF THE CIVIL SERVANTS

9 §

The tasks and responsibilities of the Director are laid down in sections 2, 3 and 7 of the Decree on the Finnish Board of Film Classification. The Director shall be in charge of communicating information on the Board. In addition, the Director shall prepare and present matters to be decided by the Ministry of Education.

10 §

The Senior Inspector and the inspectors as well as the other personnel of the Finnish Board of Film Classification shall attend to tasks relating to the result area of the Board as well as to other tasks assigned to them by the Director.

DECISION-MAKING POWER

11 §

The Director shall decide and make decisions in matters which do not, under the Decree on the Finnish Board of Film Classification, belong to the Ministry of Education.

Where necessary, the director may delegate a matter to be decided by him to the Senior Inspector or to another civil servant.

LEAVE OF ABSENCE

12 §

Leave of absence to the Director shall be granted by the Ministry of Education. Leave of absence to the other civil servants of the Board shall be granted by the Director. (Government Decree § 6).

MISCELLANEOUS PROVISIONS

13 §

The deputy of the Director shall be appointed by the Ministry of Education.

14 §

Irrespective of the areas of responsibility, distribution of work and performance agreements, every member of the personnel shall, where necessary, be responsible to attend to tasks assigned by him by the Director or the Senior Inspector.

15 §

In all its operations, the Finnish Board of Film Classification shall comply with the principles of the Cooperation Act.

ENTRY INTO FORCE

16 §

These standing orders shall enter into force on 1 January 2005.
