The distributor of interactive audio-visual programmes, i.e., inter alia computer and console games is an undertaking, institution or person who publicly offers computer, console or other games for sale or rental or otherwise conveys them to the public/consumers.
Also the sale of recordings of games through the Internet or mail order constitutes distribution. The offering of online games or the offering of games through the Internet for downloading does not constitute distribution as referred to in the Act on the Classification of Audio-Visual Programmes.
An exhibitor of a computer or video game is an undertaking, institution or person, in the premises and with the equipment of whom it is possible to play computer or video games or other interactive audio-visual programmes in public. For example the operation of an arcade is exhibition in public and the same applies to interactive audio-visual programmes that may be played in various waiting premises.
Games with an age category of 18 may not be exhibited in premises with access to persons of all ages. Nor may a game classified by the Finnish Board of Film Classification be exhibited in public premises if its age category is other than allowed to persons of all ages (3).
The importer, exhibitor or distributor of computer and other interactive games shall notify the Finnish Board of Film Classification of the games and the games shall be equipped with the age category and other markings in accordance with the instructions of the Finnish Board of Film Classification.
