The age rating of games is based on the same Act as the regulation of other audio-visual programmes. Therefore the same material (violence, sex, horror) as in films calls forth the age categories also in games.
In Finland, most of the games comply with the Pan-European Game Information (PEGI) age rating and marking system.
The PEGI rating system takes into consideration the different culture-related norms and requirements of the different European countries, and therefore also other factors than those referred to in the Finnish Act have an effect on the age rating. Other factors are drugs, bad language, gambling and discrimination. These age-rating grounds, which are secondary with regard to the Finnish Act, may, however, be approved also in Finland as they do not even in the PEGI system raise the age category to 18+, i.e., to the only mandatory age category. These secondary factors are mainly of consumer-information significance.
The PEGI system comprises two complementary elements. The first is an age rating, namely 3+, 7+, 12+, 16+ and 18+. The second element are icons describing the content of the game. These descriptors, which are printed on the back of the game box in connection with the age rating, describe the nature of the harmful contents of the game.
With the help of the combination of the age rating and content descriptors, the parents of children and other persons acquiring games for children may ensure that the game is suitable for the child for whom it is being acquired.
With regard to games without a PEGI rating, the age-rating grounds of films shall be complied with, where applicable.
The PEGI rating is based on an assessment form, with the help of which the manufacturer assesses his game. The executors of the PEGI system, the Dutch NICAM or the VHS (Video Standards Council) from Great Britain, shall classify the correctness of the age category with regard to 16+ and 18+ games before they approve the age category. The supervision of the lower age categories, namely 3+, 7+ and 12+, takes place afterwards and it is based on spot checks or complaints by the consumers.
