Interactive audio-visual programmes, i.e., computer, console and video games are, in principle, exempted from mandatory prior classification although they are distributed to persons who have not attained the age of 18. It is usually sufficient that notifications thereon are submitted and the games are equipped with a marking of the recommended age category.
The Finnish Board of Film Classification, however, has the right to request a game, on which a notification has been submitted, for prior classification if there is reason to suspect that it contains material which is harmful to children. The classification is subject to a charge; the fee shall be provided for by a Decree of the Ministry of Education. The fee is based on the time spent on the classification of a game.
The importer, manufacturer or distributor of games shall have the possibility to have a game classified also voluntarily.
The harmfulness of a game is assessed in the classification under the same grounds as with regard to other audio-visual programmes, i.e., films. The factors affecting the age category are thus the amount and nature of the violent, sexual or horrific contents of the game. The age rating determined by the Finnish Board of Film Classification is always mandatory, therefore not a recommendation. The age categories of classified games are the same as of films, i.e., 3, 7, 11, 13, 15 and 18. The age category marking of a classified game differs from that of an unclassified game.
If the party submitting a game for classification is not satisfied with the age rating decision of the Finnish Board of Film Classification, the decision may be appealed against to the Appeal Board of Film Classification.
