The Finnish Board of Film Classification uses an electronic notification system of pornographic audio-visual programmes (X-ILMO).

The system speeds up and facilitates the notification and registration of audio-visual programmes.
The importer, exhibitor or distributor of pornographic audio-visual programmes makes an X-ILMO notification electronically through the Internet. The electronic notification requires that pictures of the back and front covers of the recording are appended to the notification (in jpg-format). In most cases, the programme is registered at the same time.

If the information on the audio-visual programme contains suspicious material from the perspective of the Penal Code, the system aims at differentiating it on the basis of certain factors, and a copy of the programme may be requested to be viewed by the Finnish Board of Film Classification before its registration.
If the Finnish Board of Film Classification estimates that an audio-visual programme is against the Penal Code, it is registered with a warning on distribution and also the police is notified of the evaluation. If, in spite of the warning, the audio-visual programme is distributed, a report of an offence is made concerning the distribution and the matter is transferred to be investigated by the police and possibly to be handled by the court.

An audio-visual programme registered by the Finnish Board of Film Classification and estimated by it to comply with the law even in the check review may, later on, be deemed to be against the Penal Code by a court of law. The only audio-visual programmes that charges cannot be brought against are those that the Finnish Board of Film Classification has, upon an application, approved to be exhibited and distributed.

The use of X-ILMO is free of charge, but its introduction requires a written contract. The user contract is made in two copies.

Notifications are still taken also on paper.

However, a supervision fee for the distribution of audio-visual programmes shall be payable by a distributor of an on-demand service or an audio-visual programme recording who offers to the public audio-visual programmes which have been set the age category of 18 in connection with the notification referred to in section 11. The annual supervision fee is 800 €.
