A decision issued by the classification authority under the Act (775/2000) may be subject to a fee, the amount of which shall be governed by the provisions of the Act on Criteria for Charges Payable to the State and the Decree of the Ministry of Education issued thereunder.

Classification fees

Classification fees charged for films

The fee charged for the classification of an audio-visual programme is EUR 2,15 per each beginning minute of the programme for the first four hours and thereafter EUR 1,60 for each beginning minute of the programme. However, the minimum fee is EUR 38,20.

If the classification is conducted in the facilities of the applicant for the classification and with his equipment, the classification fee is reduced by one third.

Classification fees charged for games

The fee charged for the classification of an interactive audio-visual programme (game) is EUR 71,40. If the classification of the game takes more than half on hour, each beginning half-hour shall be subject to additional fee of EUR 26,85. However, the maximum fee is EUR 357,55.

If the classification is conducted in the facilities of the applicant for the classification and with his equipment, the classification fee is reduced by one third.

Supervision Fee

The supervision fee for the distribution of audio-visual programmes shall be payable by a distributor of an on-demand service or an audio-visual programme recording who offers to the public audio-visual programmes exempted from classification in accordance with section 4 a or which have been set the age category of 18 in connection with the notification referred to in section 11.

The annual supervision fee for the distribution of audio-visual programmes is EUR 800 (year 2009 EUR 400).

Fee of exhibition authorisations

An authorisation to exhibit non-classified audio-visual programmes to persons under 18 years of age (festivals) costs EUR 151,75. The application for the authorisation is free in form.

Notification/classification application forms

are free of charge. In the case of large lots, the postage is charged from the customer.

Stickers for packages of audio-visual programmes and sales packages of interactive audio-visual programmes


The stickers have to comply with the models issued by the Finnish Board of Film Classification. They have to be ordered directly from any printing company. An electronic list (pdf) of classified audio-visual programmes is published once a year. The list also contains a statistical section.

Register extracts and certificates


An extract from the register of audio-visual programmes issued otherwise than in connection with classification and notification costs EUR 6.

Certificate of origin and other certificates EUR 20.

Information and clarification services

The fee is based on the period of time spent on the service and it is EUR 16.80 for each beginning half hour.
Occasional minor inquiries are free of charge.

Familiarisation with the archives and documents in the facilities of the Finnish Board of Film Classification is free of charge.

Other prices

Measuring of film copies (e.g. 35 mm) EUR 15 per hour. The minimum charge is EUR 15.

Database printouts cost EUR 2,0/page

Charge for photocopies EUR 1,5/page.

Charges for other services per agreement.
